This is a cloud effect from Photoshop.
Possibly, the artist who made this didn't want this published properly unless someone got paid so it all got watermarked.

The artist embeds identifying pixels to locate patreon leakers. Last guy who got caught leaking, the artist doxxed them and put the info all over, then tried to sue.
