This artist was most likely required to draw an original character for the goudoushi, but since he's so devoted to drawing Tamamo, he basically just renamed the character, gave her a couple of tattoos and took her out of Fate's holy grail war setting but still kept her background story more or less the same.

Can you blame the guy for his devotion for her? I mean, Tamamo is devoted to you (the player/reader) since the beggining of F/Extra.
Also, the hell's up with the Grand Order tag? I think Fate characters that aren't original from Grand Order should only make the work a Grand Order parody if that's the setting, but in this case the setting isn't even Fate
