Asia is a pretty racist place and there's some people who do think whites are subhumans. But Blacks? They're seen as subhuman across the board there. Even in Japan with the except of some novelty figures. All in all, Asians are generally racist to everyone else in Asia, of which the mentality also extends to people outside of Asia.

I'd say bleached version might be less racist if we consider the possibility that the one who did the edit could be the kind of guy who can self-insert as the antagonist, and his motivation, rather than actually having racial issues might merely be because the skin color breaks his immersion if it doesn't match his own.
