She is. Fox ears (in text reference), Far East Vixen, Higokumaru (the Honkai Spirit that she and Kallen dealt with) is called The Fox, everything about her is fox related.

Don't get me wrong - I'm all for more foxy vixens in this world, but I've always assumed that her story was just like a typical mythology story.
