for realistic basic water, you need more than just light and basic abstract ripples. instead for Default water the ripples are defined by the shape of the water's container, with intensity and direction being based on gravimetric sources (moons etc), you project the normals of the edge by a distance based on the Intensity being applied by the gravimetric sources then offset this distance of each edge projection by proximity to the gravimetric source this should form overlapping projections of the bounds of the water area (pool or lake shape etc) and is the basis for your ripples.
then things get more complicated when you factor in wind and actors. for your scene, the catgirl swimming under the water would be generating distortions in the surface of the water where the updraft of her feet and leg movement swells to the surface, this will displace your ripples, you then need to compare intensities of the gravimetric source at this locale and the displacement from the actor, simple math will determine how much % of each sources ripple/surface-displacement is maintained and how much is lost, then you need to factor "over-time" considerations, as in when the energy or intensity of the catgirl's movements have left a section behind her, there is no more intensity input, so the normal waves should begin to become more prominent over time, however the displacement from the catgirl swimming whould become less intense over time eventually fading out, but should flare out in directions that have little conflict with additional actor's energies (including the catgirl's own future actions)..
essentially you tried to draw water as an artist, this can lack realism, it's suitable for backgrounds where not much interaction with water is done and where the shape of the water area is not known. but when you go beyond that, where there is interaction, you need to account for it or it will look like you tooka drawing of a catgirl and overlaid water from a different image (because they don't interact).
in your picture her arms and hands would have generated backwards displacement of water which would have risen to the surface with-in frame and caused an interruption(displacement) in the default ripples.. and thats if her legs were perfectly still.
