A bad translation is SIGNIFICANTLY worse than no translation
If no one works on for a long time, like literally over a year, sure, maybe then someone unqualified could do it since no one else will... But that's really only okay for doujins since there's hardly any plot anyway
The problem with poor translations is no one knows they're poor. Definitely not readers, and typically not other translators either unless they already planned to do it
