Because the reason she is a villain is because she falls in love and loves blood. If she was in love with him and he bleed a bit for her there would be no reason for her to continue doing villainous stuff.

Why? Isn't the important part that no more people get hurt? Punishment only has two main purposes, one is to serve as deterrent for the culprit and for other people... and we know that this doesn't really work in such cases where the person is insane or as in Toga's case can't stop their urges... and two is top make the families of the victim feel good. But if you think about it, punishment means to hurt a person... so it is in essence the government hurting people in order to make other people feel good. So because of this, Himiko turning herself is is just dumb and retarded.

I'm not the most knowledgeable person on My Hero Academia, but I don't think Toga would be satisfied with just one person's blood, given her quirk. Her love for blood came before her romantic feelings for anyone.

Lol Toga simps self insert as Deku, so they feel like their waifu played with their feelings. At least she's still in love with him despite leaving him at the end of the comic; you can see in her thought bubble on page 10 that she wanted to get pregnant with his baby. Because it's in her own thought bubble, she's not saying it to trick him. It's not shown if she's actually pregnant in the end, but her feelings for Deku are still genuine.

So good news, simps, your waifu still loves the awkward bitch boy you self-insert as. And besides, while she loves him, she doesn't want to go to jail or juvenile hall or whatever. She's in a group with other villains to protect herself; this ending was obvious. I wonder why she took Deku's blood, though; it's not like she can get access to One For All without Deku willing it. Or does she just want his blood for herself as something to remember him by because she loves him? With her quirk, she'd be able to disguise herself as him with his blood, too.
