Read the whole serie, this chapter is the odd one out, I believe the author didn't really expect all this success or decided to change the plot later.
Kaito and Rio started going out right after he returned, ntr'ed kid had low chances to start with and in the 1st chapter it looked like even if he had confessed Rio would have refused, saying he was just a little brother childhood friend or her heart only had Kaito.
