@JARP yeah, that's kind of a theme in Ghost, the whole idea of consciousness evolving.......hence the "Ghost" in the "Shell"........a human's consciousness moving to a new, cyborg body. And yeah, that seems to be something along the lines of what's going on.......she's digging it, so she's getting off by doing it over and over again in new bodies :)

I remember in one of the movies the Major had multiple bodies she would swap out of when needed. she even had one destroyed to do her job, so she is probably just swapping out bodies until she had enough evidence to take the killer down. The first time she didn't seem to notice and lost a body but the second time she knew and it was implied with the look of her eye in the last panel or at least that is what it looks like to me..

Kinda mindscrewy but my guess is Section 9 is investigating this murderer, and Motoko gets the fun and lols out of it by being bait, having a good fuck and just changing body when she 'dies', only to repeat the process.

she's probably hacking into spare bodies, or maybe even the bodies of actual prostitutes
the reason no one recognizes the body is because it's not motoko's actual body
we only see the body appear as motoko because it's written from motoko's perspective, and naturally she sees herself as herself, even in a different body
