It's kind of the author's thing when it comes to Elder Sister X Younger Brother relationship stories.
The ending either gives you: "I love you, let's stay together forever!" (which is a rare find) or it's: "I love you, but we can't/shouldn't be together." (which is the common one).

This one is kind of the latter but it's left ambiguous. It feels like they can continue the relationship and accept the risks. Unlike the previous works where you just feel sad at the end.
