@ Darkestvamp: I might be wrong, but unless I miss my guess that particular man is Cyrus Bortle, who apparently makes incredibly dangerous tech (like SCOWN) for shits and giggles, or something close to it. And this is in actual Canon. He's technically working for Global Justice, but more than a few of his designs have ended up on the side of injustice.

@Darkestvamp: It's as @Jak871 said: creating "ferociously unethical" inventions (and they have actually been called that in the series) without any intention to try and take over the world is literally Cyrus Bortel's stick. His known inventions in the series are the neuro-compliance chips that make you obey any command from whoever they are keyed on (that Drakken used on both Shego and Kim), the moodulator chips that forcibly alter mood according to a remote (and these too got Kim and Shego, but by accident. Ron and Drakken nearly got killed when the chips got stuck on murderus rage. At least this one he had the decency to test on HIMSELF), a silicon phase disruptor that can disrupt most electronics, and an Electron Magneto Accelerator that by the name seems to be either a particle cannon or a railgun. He also doesn't have the common sense to increase his lab security after Shego stole the neuro-compliance chips.

My fan-theory is that Cyrus originally WAS trying to take over the world, and just pretending he had no idea his inventions were nefarious, until at some point he couldn't believe nobody had caught onto him yet. Now he's put taking over the world on hold in order to see exactly what outlandishly evil contraption he would have to make in order for people to be suspicious.

@hentailover: if he's going by the source material (or at least what source material there is), they'll have the ninja girl joining in (intentionally, so that she could escape arranged marriage), then Ron will get mind-controlled by a robot for a short span (who won't have qualms about taking a few more girls under his control), and after he's back to normal the rest of the harem will work together to ensure Kim pops his cherry ASAP (thus hopefully making him less reluctant to "make use" of the others, too).
And the start of the date is where source material ends, meaning that yes, the real fun hadn't even started when the fic was dropped by its author.
