If I recall, Haru actually still has a dick when they are shown in Mirai's story after she gets the amulet herself. Guessing Haru accepts the changes at that point and moves on and doesn't fully become a girl.

@Abrion: There's two critical facts you're missing here.

1. "Si"s and a dildo don't imply that Haru is female. Trans women (pre-op] have dicks and are female. Shemales have dicks and are female. Futas have dicks and are... well, "female" in this sense. Like I said: I agree in real life, but not when it comes to the tags on a porn site like this. If all these are considered female. and could thus fall under the MtF Gender Change tag, then what's the point of this tag?
Gender Change seems a strange tag to begin with, seeing as gender only refers to a persons gender identity, in other words, the gender they consider themselves to be a part of (like I said, it's a psychological/social construct).
So in that sense, the body transformations should have no bearing on whether this tag is applicable. Even as a complete biological female they could still consider themself male, and do everything they can to try to return to their original sex. Only when the character starts to see themself as a different gender than the one they considered themself to be at the start, should this tag be applicable. Things become even more complicated if you agree with the people who claim that gender is fluid, and that it's possible to be both male and female at the same time, or neither. Considering all this, how can you tell that a person changed gender in a comic? Seems difficult.

For physical transformations it would be much more logical to instead use a "Sex Change" tag, which would only be applicable when a character changes from one biological sex to another, with the genitals (prime sex characteristics, in biological terms) being the thing that needs to change to qualify. So male to cuntboy or female to shemale would also qualify for this tag, but not male to sissy/shemale/futa/crossdresser.
This current Gender Change tag is pretty much worthless, seeing as it completely overlaps with feminization, crossdressing, male breast expansion, male to sissy, male to futa and male to shemale.
