That's because it mimics things on a molecular scale (DNA, Chemical Composition, etc.).
That's what makes it odd that Ditto is never exploited for Netorare, or other types of duping. Hell, they turn into a rock when they sleep, so why don't they use their power to trick human females into letting them impregnate them?
