From my experience with bounties, we bounty system users typically want to pursue content 1+ years ( 2+ being much safer) old since bounty projects normally proceed at a much slower rate than $$ commission projects (understandably so).
Primarily to reduce redundancy and to maximize the English scanlations available to the community.
