@merzkyi: He moved on to a new town at the end of the first arc. This one town, for whatever reason, was devastated by some kind of explosion and turned into a Mad Max-style wasteland. All the water and food is being hoarded by the school, which has turned into a place full of FotNS types and sends out squads to patrol the area and terrorize the populace.

The school only lets the very strongest enter (some bullshit about preserving the superior genes) and the twintails girl from 9 and 10 has been trying to prove she's worthy to get in. Our intrepid transfer student wants to get in so he can impregnate all the women, but neither of them know where the school actually is, so the plan is to make one of the roving death squads tell them.
