You are, indeed, correct. I sincerely apologize for my mistake when translating those lines.
I don't want to bore you with the details, but in short: the first instance (on page 7) where "being in charge" was used, it was ambiguous and I thought it was implied she's so powerful or influential that she essentially runs the whole idol agency she works at. The second instance (twice on page 19) I thought that Chihiro was starting to notice what's going on behind the scenes and wanted a leadership change.
Even though I haven't played Idolmaster and it would seem obvious the Producer is the one in charge of idols rather than the other way around, the argument can be made that within the context of this doujin it actually is the idol in charge of the producer (and by extent, the whole agency.)
Nonetheless, you are correct and I was mistaken. The new gallery we uploaded corrects the aforementioned translation errors.
