Yes, surprisingly it is possible to get a gun in Japan. It's extremely hard (less than 1% of households have one) and you have to jump through a lot of hoops (like, you have to go through a huge number of checks including a psychiatric test, and the police might even interview your neighbours to make sure you're not a trouble-maker), but it is possible to buy shotguns (like the guy's wielding. Probably stolen) and rifles. Handguns, apparently, are a lot harder to get, and forget about anything automatic/high powered. They also come down pretty hard on anyone found with an illegal gun, so even the Yakuza wouldn't carry one if there was a chance of the Police stopping and searching them.
