Translation is kind of awkward and confusing from pages 5-9.

Page 6 makes it sound as if he's saying "you're supposed to wear panties under your tights" when he's saying the opposite of that.

Page 7 I'm pretty sure he's saying he's happy that she did it (took her panties off), not that he wants to have sex with her.
