if you're a rewriter specifically (or translator), and your work constantly gets the lowest <1 star review possible, should you not be able to upload at that point? please implement a rule like that for this type of stuff. I feel like there should be something done, like imagine_breaker said. I also feel letting only translators and/or typesettings should have the rule im suggesting.
