I'm not sure but I think on page 2 the Witch is saying that Palely will die if she does not eat what is in the bowl, and Palely responds that she would rather die. Page 3 the Witch says that eating whats in the bowl will kill her, and Palely eats it. If that assumption is correct then I understand why the Witch is always saying she is feeding her poison.
