Yes, "Dutch wife" is a very appropriate translation. The term (which is not often used these days) refers to a prostitute -- or a sex doll.
The Dutch were the only Westerners who were allowed access to Japan during the Tokugawa Shogunate, so it is quite possible the Japanese applied the term to the "ladies" who dealt with them.
