Other than the Fairy Tail tattoo there's nothing that even suggests these characters are who they "represent"; the hair styles are generic, the clothing is just default slut gear, and the faces are as far as possible from the characters. Not to mention there's people with cellphones around and skyscrapers in the background :/

Looks to me like regular hookers cosplaying (by having a tattoo slapped on), in a generic urban setting.
