John Darksabre- It's probably because the people who are able to read the original have more of an interest in this stuff, or there's less of them to vote it down as us English-speaking people. If you think about it, looking at the other comments this artist seems to be known for this. Unless you're actively looking for it, then you won't find it uploaded until translated. Even IF it was in your filters for things, how many people will actually "read" through a non-translated story? Sure they'll get the occasional "Oh that means 'ah'" or "'stop, please!' in Japanese". Besides the small amount of context from the story, they'll focus on the art, and that is not as many people as one would think.

However, when you then translate it, EVERYONE who speaks English can immediately understand it. This now includes people who would skip raws until a translation is out and the like. Then, upon happening on this whether by chance or because of filters, people will read it and it would appear generally not like it due to it's contents/story.

TL;DR- Most likely more English people reading than original upload, therefore more views because they can understand it, therefore more lower ratings.
