How freaking impoverished does a country have to be in order to get to the point of being incapable of paying or even feeding even the captain of their army? If you can’t even accomplish the basic logistics for a war, I think getting conquered by another country might end up being more beneficial to your citizens since whoever’s conquering you would need to at least provide food to the area unless they want to rule over a freaking wasteland.

Seriously, the other country doesn’t even need to invade to win the war. They would just need to keep up enough pressure that you can’t recover and then your entire population would die of starvation or revolt in a few weeks.
