The anime did regard the rules of the game, it's just that the anime was based on the manga, and the manga didn't exist alongside the game you know as Yugioh until around Battle City. So the first time it shows up it's a Magic parody, and the second time it shows up (the entirety of Duelist's Kingdom) it's a Monster Collection parody that got edited slightly in the anime to make it slightly closer to the modern card game.

(I say "the game you know as Yugioh" and "modern card game" because technically the Bandai version of Yugioh came first, but, uh... yeah we don't talk about that lol.)
