Protip - animated PNG is a thing, so no need to be limited to GIF's mere 256 color palette: https://caniuse.com/#feat=apng
As long as the image doesn't get downsized, the animation should be retained without issue.
(do note however that some APNG-creation software will output APNGs that are quite unoptimized resulting in huge file sizes, so running the exported APNG file through something like "APNG Optimizer" may be ideal)
As I mentioned, as long as the APNG does not get resized, then it should remain untouched and therefore animate without issue.
This is because most websites, presumably this one as well, treat animated PNGs the same as normal non-animated PNGs, so any resizing strips out the animation. But if their resolutions is small enough to not be resized, then any and all PNG (whether animated or non-animated) should remain exactly as you uploaded them.
Nah, full color aPNG is obsoleted for a reason... File size will become enormously larger because each frame is inherently lossless. Which completely disables the motion compensation technique used in actual video formats for a huge part of its compression.
