anytime the woman offers up sex without coercion it no longer meets the standard of ntr and can really only be called cheating. looks like even native japanese have trouble defining what exactly ntr is and isn't.

It isn't netorare, it's netori. Different forms of the same verb, netorare is having your lover dicked by someone else while netori is dicking someone else's lover. Basically, just a matter of POV.
