It's parody. The series is Totally Spies. The art style sometimes comes into question. Although I will admit I was hoping the Mandy in question would be from The Grim Adventures of Billy and Mandy.

@dap00 theres cannon episodes of Grim adventures mandy being giantess. 1 episode billy shrinks and mandy torments the shrunken billy and also kills off his toy friends she even steps on the leader kid in a true giantess like stomp fashion. 2 theres another where its a paraody of paul bunyon and she destroys a forrest with her ox but i think she was given a 5 oclock shadow as a joke to becuase she was playing a masculine chracter. 3 theres an episode where mandy becomes a true giantess and starts ggrowing out of control, and she gradually gets bigger to infinity ~.^
