Actually, there's a really fucked up heritage to it. Foreign soldiers in Japan after WWII made prostitutes and other women they slept with (with varying degrees of consent) make the "Victory" sign, which was associated more with the west's drive to win the war, after the act to further degrade them. The usage of that particular hand sign in Japan today is really varied, but you still see it used as a degradation like it was in this doujinshi quite frequently.
