Also titled THE SECRET POWER, the fourth (and last, sob sob) volume of the adventures of Pink, Santa and company was translated into english some months ago. Now let me offer an updgrade of the raw, with the cover pages that were missing so far. Published by Fujimi Comics in 1994.

Yes, this is the last of it. The author(publisher?) simply ended it here. Thats just how the manga industry was back in the 90's. No rushed endings just "End".

Not sure it if is helpful, but I can comment a few things about the publication of Dragon Pink.
The series was serialized in Comic Penguin Club. Chapter 22 can be seen in the Nov.1991 issue /g/255582/58574c76af/. That chapter is in the 3rd volume, released in July 1993 (Tatsumi Comics). Volume 4 was published in July 1994 (Fujimi Comics), just at the time of the anime adaptation, hence the extra anime drawings. There are large gaps between chapters and tankoubon publications, so it is hard to get any conclusions.
It happened that the publishing group was having some drastic changes in book publications at the time (the Tatsumi Comics line was dropped soon after the publication of volume 3), but this may not explain the unfinished ending, as Penguin Club continued publication (and is still alive by now).
Another theory is that the author being involved into the anime adaptation, he could not find time to finish the story. Or there is a conclusion, but it had too few chapters and nobody cared about publishing them...

as much as I don't like the "unfinished" story, I can't help but feel if the author ran into some "issues" with the publisher or fan base or whatever, another series that got "cut short" was Ero King which was a cash in parody to the pokemon craze back in the 90s and that really annoyed me since I was buying the monthly magazines at the time.
Another author that disappointed me was Satoshi Urushihara, I bought the Dark Crimson and Eidron Shadow mangas but they ended prematurely, so I really don't know what goes on, all I know is I'm just disapponted
