It's not a hentai because queen's blade existed years before the anime. It's a huge franchise, filled with the original combat books and the consequential novels and manga, and though you may think not, people do watch it for reasons other than the fanservice. Fanservice was always rooted in QB, but there's also a large cast interesting characters and stories.

People would have much less investment if it were just hentai, which in turn means less profits, which in turn means the franchise has a brief lifespan.
