My french ain't 100%, but the gist is that he's offering the girl in the wheelchair the chance to take part in a miracle to change her life, advising her to read the contract and take her time.

I'm pretty sure it's a callback to the first panel, where he's making the same offer to an unknown party. I guess they gave her the ability to walk again, and made her pretty, but then sold her into sex work.

"Alors, que dites-vous" is just "So, whaddya say?"
