The Japanese title says NTR though.
This is blackmail. And it is NTR. A lot of NTR stories are blackmail stories.
Just check Tsukino Jyogi's Boku no Yayoi-san or Hori Hiroaki's Kokoro Change.
Even MTSP's Tachibana-san's Circumstances with Men had blackmail included in it, when they threatened to hurt the MC if the Tachibanas didn't let the orgy continue. And that story is considered netorare everywhere.
When were the two things, NTR and blackmail, deemed exclusive of each other?

On the chief, it has to be Gintoki.
He is referred to as Yorozuya no Danna in the actual story. It basically translates to boss of Odd Jobs store.
