I'd swear I've seen lots of images from this book as "official art". Is this done by the actual character designer of the series?

If some of this gives you deja-vu, it's because Kimura Takahiro was one of the character designers at Sogna, known for the Viper series.

Also character design and storyboard for Godannar

Shouldn't be too surprised by character designers working on unofficial art books. Lots of these artists start in hentai and transition back and forth between non-h and h works.
