Why would you make a heavily damaged ship girl proceed? ESPECIALLY if it's a heavily damaged Wo. Carriers are pretty essential for most boss fights, their opening attacks help mop up the junk ships so your girls can focus their fire on the boss abyssal.

So not only is he a shitty person, but he's bad at the game too.

I have a alternate theory, which may or may not make this work more palatable to some people:

Error-chan didn't magically restore Wo-chan to being a shipgirl. Rather, using the theory that abyssals are sunken shipgirls, Error made Wo relive the circumstances of her last few days prior to her sinking, with the only difference that her previous identity is overwritten in all cases. This is why Atago seems to already know her and why she already has a room.

This actually makes a bizarre kind of sense with Error-chan. Think of Wo as a pointer to a shipgirl object, which is cast to a different type that now points to an abyssal object, but the previous shipgirl object is not properly disposed and remains in memory. A index exception, reference exception or good ol' NullPo comes along and results in the pointer re-accessing the now-invalid memory location. Hence, an Error causing Wo to access partially corrupted memory of a previous instance.
