No, Meguru (the blue haired chick) is a human. The sexbot thing is the result of one of the loops you go through when playing the game. From what I understand through bits and pieces of the dialogue, I'm pretty sure that Kai (the MC) is experiencing insecurities over his relationship with Meguru. The loop where she turns into a robot is perhaps when Kai is trying to deal with the possibility that his relationship with Meguru won't work out and he'll end up all alone.
