Blame some of the harsher censorship for ero manga they enforced around the time. Gunma is not at blame here.

Censoring porn seems stupid it isn't like it is on display on billboards or shown on public t.v. I'd take the multiple little black bar censorship over pixelated or white lightsaber censorship.
